My note:
I believe in transparency and professional integrity.  I believe the clients must be educated about information to make informed choices. As their therapist, I believe this is also my duty to let them know the mental health industry and its complex nature. Also, the submission has some typos as it was typed in a hurry with a lot of word restrictions. I personally felt that the department must give an opportunity to write a a detailed submission when dealing with such complex issues. My apologies for the error/mistake/typos in the submission. However, the context is true to the best of my knowledge and I look forward to having interviewssion with the department or with any interested public.

You can see my submission to the department here: my_response

Please feel free to post your comments to have transparent and professional discussion. All are welcome to engage. Please note that I may not be able to provide responses to all comments due to the nature of my profession and commitments. However, I will try my best to provide consolidated response from time to time.
